Update on I-5 Project, Black Prime Contractor Raimore Construction



The level of focus on Blacks receiving big opportunities on the billion dollar project is historical...


Some around the country have gained interest in the I-5 Rose Quarter Improvement Project. Why? Because there is a Black owned company involved as a prime contractor. Raimore Construction, under it's leader Jeff Moreland, has taken a stand to increase opportunities, diversity and Black community wealth. The Oregon Department of Transportation (ODOT) has put out more information on the project and it's goals of making history in how this project is approached. The federal government has allocated billions nationwide to these types of infrastructure projects.

Overall, Oregon expects to receive more than $3.4 billion for roads and bridges over the next five years. ODOT released information stating:



"ODOT is reshaping the way we do business by taking a values-based and goal-oriented approach to contracting work for the project. The main tool we're using in our approach is the Construction Manager/General Contractor (CM/GC) project delivery method. The CM/GC method uses two phases of contracts. The first is the pre-construction phase for collaborating on design. The second is the construction phase for building the project. Once the first phase is complete, the contractor can bid on the second phase."


ODOT has been working with community members and ensuring voices are being heard. This is a major improvement from decades before.

"We're using a CM/GC for the overall project along with "Mini CM/GC" subcontracts to encourage small, minority-owned business participation. Through our partnership with the project's primary CM/GC, Hamilton/Sundt a Joint Venture (HSJV) in association with Raimore Construction, we're supporting the development of Disadvantaged Business Enterprises (DBEs) and promoting a diverse, skilled workforce."

On it's website dedicated to the I-5 Rose Quarter Improvement Project, the agency states that the project will "provide new local street connections and I-5 improvements that work together to create new community connections and a safer, more reliable I-5 that promotes economic growth."

City of Portland Looks to Be Rejoining

Rose Quarter Freeway Project

Experts say that the votes may be in favor of the city of Portland to sign back on to the I-5 freeway project. The Portland Medium has run stories about the involvement of a Black contractor (Raimore Construction company) as a prime contractor on the I-5 Rose Quarter Improvement Project. City commissioners are expected to vote on reestablishing the city’s formal involvement.

The Resource Scholars Show looks at the enormous opportunity to create Black wealth via a private/public partnership that could significantly increase the economics and wealth of African Americans in Portland Oregon. Raimore Construction is a highly successful and Black owned DBE construction company that is on the cutting edge of diversity in that industry. Raimore is a General Contractor on the I5 Rose Quarter Improvement Project.

This project could create living wage jobs and careers for male and female youth without a college education. The larger conversation is also around working through the process successfully and understanding the harms delays could cause. This $800M project could very well lead to a much larger and longer $5 billion project. Wealth is also discussed in connections to healing past wrongs and healthy communities.
Raimore Construction and Its supporters want all parties to pay more attention to a concrete model of building wealth and economic justice for BIPOC communities that have been displaced and denied lucrative opportunities in the past. The conversation pushes on about all too familiar powerful white businesspersons and veteran city workers who put Blacks together to speak for the community.

The hosts Reggae Bob and James Posey facilitate the talk which also delves into how some whites create or control Black organizations that end up talking more about benevolent visions than real economics right now - such as high paying jobs and careers.
Importantly, this is an important project that must be completed due to the nightmare that traffic can be caused by this area of highway. The I-5 Rose Quarter Improvement Project adds auxiliary lanes and shoulders to reduce congestion and improve safety on I-5, the main north-south freeway on the west coast. It also redesigns the multimodal local street network smoothing traffic flow on I-5 between I-84 and I-405 where three interstates intersect and feature the biggest traffic bottleneck in Oregon.
“The project is a four- to five-year project that will create opportunities for our community to actually build and understand what these trades can do for us—make a living-wage, create our own infrastructure, start a business, and then pass the knowledge on to those after us,” says DeAngelo Moaning
